Pension crisis in Munich: Almost three quarters of social assistance recipients are seniors!

In Munich, the situation of social welfare recipients is becoming increasingly relevant, especially when you look at the figures from the current statistics booklet for the second quarter of 2025. As the tz reports, the majority of recipients in the Bavarian capital are over 65 years old. Almost three quarters of social assistance recipients are pensioners, which clearly indicates demographic developments and the increasing number of older people. This means that the challenges on the labor market and the support they require are on the city's agenda.

A total of 24,027 Munich residents receive social assistance according to SGB XII. Of these, 20,560 people are dependent on basic security, which is specifically intended to cover their living costs. In addition, 12,604 recipients receive help in special life situations, for example for clothing or household help. Against this background, experts warn that there is a significant number of unreported people who do not apply for help, as many may not be informed about their entitlements.

Who is affected?

According to the current figures, 11,254 men and 12,773 women receive social assistance. Particularly noticeable is the 51 to 64 year old age group, which, with 2,196 German and 1,354 non-German recipients, is the second most common group among social assistance recipients. The youngest people, those under 18, are least affected.

The districts in which social support services are used most frequently are Ramersdorf-Perlach (2,625 recipients), followed by Milbertshofen-Am Hart (1,690) and Neuhausen-Nymphenburg (1,430). In contrast, the old town and Lehel are the least affected.

A look at the basics of social assistance

When calculating social assistance, the economic situation of the recipient is also taken into account. The personal monthly needs assessment includes the standard rate and the costs of accommodation. If these cannot be covered from your own income, assistance with living expenses is granted. This primarily supports those whose income is below their needs. As a rule, verification of maintenance by relatives only takes place in exceptional cases, which is particularly important for pensioners.

For example, people who are unable to work in a community of need (such as children) receive social benefits, while people who are able to work can claim unemployment benefit II (Hartz IV). The German social system has various facets that make it possible to help citizens in need quickly and effectively - even if the process could often still be optimized.

In summary, it can be said that the topic of social assistance in Munich has many facets and requires an in-depth discussion about the increasing demands on social support. The city is actively trying to raise awareness of existing entitlements to ensure no one is left behind. The aim is for every citizen to be informed about their rights in order to provide the best possible social security.
