Financial chaos in Voorschoten: surplus ensures political turbulence!
Voorschoten, Niederlande - The municipality of Voorschoten is faced with a financial dilemma, as the PVDA-Vooran Arnold Posthuma made clear during a recent meeting of the local council. He described the current situation as a "voor -like disease", a statement that indicates the recurring discrepancies between forecast deficits and actual surpluses. Although a deficit of 1.5 million euros was expected for 2024, the municipality can look at a surplus of 1.5 million euros, which means a total of 14.4 million euros within the past six years. However, these positive figures were criticized by Posthuma, who noted that the good result was not due to active political action or strategic planning, but rather to suspend and not execute projects.
The creation of the annual accounts, which not only represents the financial balance, but also documented the development of the income and expenditure of the municipality over 2024, took place during a commission conference on June 26. The positive result of 1.5 million euros was presented here, contrary to earlier predictions, which announced a deficit of 1.49 million euros. After deductions for reserves, the municipality remained an amount of over 800,000 euros for its reserves. However, this financial scope ensures different views among the political factions in terms of the use of funds.
political reactions and different views
The debate about the annual accounts revealed various views among the political actors. The coalition parties praised the managing director of Finance, Hans van der Elst, for the positive result, while the opposition, represented by Arnold Posthuma and Albert Deuzeman von Groenlinks, viewed earnings as an indication of inefficient management. Posthuma pointed out that, despite the surpluses, important areas such as the support of families and the reduction in debt were shortened. Deuzeman also criticized the recurring surpluses, which in his opinion point out structural grievance.
The session also made it clear that many parties are calling for more flexible use of the community's finances. D66 Council member Esther Mieremet emphasized the need for better control options, while the VVD pointed out by Katrien van Meenen that more should be invested in 2024 than in previous years. Wethuder van der Elst defended the administration and pointed out that the figures mentioned in the Najaarsnota are a snapshot by the end of August.
The budget in view
Criticism of the budgeting processes and the community's financial decisions are also the focus. Budgeting plays a central role in the political discussion, whereby various regulations and procedures have to be taken into account. An efficient budgeting in municipalities, as described in the Böll Foundation requires planning, allocation and surveillance.
After the last discussion, the mandate bearers expect that the use of the funds will be targeted and socially designed. Despite the available financial reserves, there are resolutions that should ensure that the money does not simply disappear into the financial reserves, but is actively used for citizens. The next council meeting on the topic will take place on July 10th, and the opinions on the future handling of finances will remain divided.
