The south of Munich could get a new housing face in the near future, because the federal government has ambitious plans to densify the so-called “American settlement”. Up to 1,000 new, affordable apartments are planned, which are primarily intended for federal employees, such as the police and armed forces. However, the project is on the brink because resistance is growing in state and local politics. The question of monument protection is coming to a head and has lasting effects on the future of the settlement.
As the South German newspaper reported that the State Monuments Council discussed the “American settlement” on Friday. A formal resolution that could place the settlement under monument protection is in the works. This would significantly complicate the construction project and the associated planning. Robert Brannekämper from the CSU is a driving force behind the efforts to secure monument protection.
Background of the Ami settlement
The “American settlement” was built in 1953 on 46 hectares for members of the US Army and is considered the largest and most important US settlement on German soil. It includes three-story row buildings, lots of green space as well as a hospital, schools and a leisure center. Only the Cincinnati cinema is already classified as a listed building.
The “Interest Group Residential Areas at Perlacher Forst” (IWAP) has submitted a petition with 2,500 signatures to demand monument protection. This petition is being dealt with by the State Parliament's Science Committee, which underlines the importance of the topic. The IWAP would like to emphasize that it is not about preventing densification, but rather about treating the history of the settlement respectfully.
Plans for densification
The Federal Real Estate Agency (BImA) considers the living space in the settlement to be “urgently needed”. The basic rent should be based on the lower limit of the rent index, with an upper limit of ten euros per square meter. The planning aims to create a diverse housing structure for different income groups and to focus on families and children. The city council started a process for densification in June 2024, which Federal real estate welcomed.
Sustainability also plays a central role: comprehensive environmental assessments and a climate roadmap should be implemented to promote climate- and environmentally friendly mobility. The preservation of the trees and biotope areas is also taken into account. The BImA plans to intensively involve residents and tenants in the planning process and take their feedback into account.
In view of the resistance and the political negotiations, it remains to be seen how the plans for the densification of the “American settlement” will ultimately develop. However, it is clear that there are many interests to be taken into account in this matter - and that a respectful treatment of the history of the settlement must be guaranteed.
